Brooke A. Carroll, CPA, CPM, is the Chief Financial Officer of the City of Goddard. With over five years of extensive experience in municipal budgeting and financial management, she has a proven track record of advancing fiscal oversight and strategic innovation in government settings. Brooke’s background includes serving as the Director of Member Services at KPP Energy, where she oversaw financial analyses, cybersecurity education, and grant management. Notably, she successfully led a $48 million USDA grant proposal for solar energy projects. Prior to this, she was the City Administrator for Cherryvale, KS, where she managed city operations, budgeting, and community development initiatives. Brooke holds a bachelor’s in business administration from Utah Valley University, a Certified Public Manager certificate from the University of Kansas and a CPA designation, underscoring her commitment to professional excellence in public finance and administration.

As the Chief Financial Officer for the City of Goddard, Brooke A. Carroll, CPA, CPM, is responsible for:

  • Overseeing the City's financial operations, including budgeting, accounting, and financial reporting.
  • Developing and implementing financial strategies to ensure fiscal responsibility and sustainability.
  • Preparing and presenting monthly financial statements to the governing body, offering insights for informed decision-making.
  • Managing cash flow, investments, and debt service to optimize the City's financial resources.
  • Ensuring compliance with all municipal finance regulations and standards.
  • Collaborating with department heads to establish and monitor departmental budgets.
  • Conducting financial analyses and forecasting to support long-term planning and capital improvement projects.
  • Leading the City's efforts in financial transparency, including clear communication of tax revenue information to the public.
  • Coordinating with external auditors to facilitate annual audits and ensure accurate financial records.
